ШЛЯХИ УДОСКОНАЛЕННЯ ОРГАНІЗАЦІЇ ДІЯЛЬНОСТІ СИЛ ЦИВІЛЬНОГО ЗАХИСТУ

Анотація

У статті зазначено, що для формування напрямів досліджень діяльності сил цивільного захисту з метою їх подальшого удосконалення, виникла необхідність визначення рівня ефективності кожної складової. Саме з такою метою було сформоване перше питання проведеного анкетування серед спеціалістів у сфері цивільного захисту. Встановлено, що найбільш ефективними серед сил цивільного захисту, на думку респондентів, є пожежно-рятувальні підрозділи. Відверто низьке значення ефективності спеціалісти надають добровільним формуванням цивільного захисту. Наголошено, що переважна більшість опитаних, на питання щодо ролі пожежної охорони у перспективі реорганізації цивільного захисту, надали відповідь, що національна пожежна охорона має бути самостійною структурою. Дещо меншою є частка тих, хто вважає, що національна пожежна охорона має виступати основою системи реагування цивільного захисту. Зазначено, що переважним напрямом державного регулювання цивільного захисту, спрямованим на удосконалення системи реагування, професіонали вважають підвищення оперативності дій сил цивільного захисту через: зменшення часу проходження сигналу про спрацювання систем виявлення небезпечних подій, прибуття підрозділів до місця небезпечних подій, надання екстреної медичної допомоги населенню, зосередження сил та засобів для ліквідації надзвичайних ситуацій. Встановлено за результатами соціологіного дослідження основні шляхи удосконалення діяльності сил цивільного захисту.

WAYS TO IMPROVE THE ORGANIZATION OF CIVIL DEFENSE ACTIVITIES

Summary

The article states that for the formation of directions of research of activity of civil defense forces with the purpose of their further improvement, it became necessary to determine the level of effectiveness of each component. It is for this purpose that the first questionnaire was conducted among civil protection professionals. According to the respondents, the most effective among the civil protection forces are fire and rescue units. Openly low value of efficiency specialists give voluntary formation of civil protection. It was emphasized that the overwhelming majority of respondents to the question about the role of fire protection in the prospect of civil protection reorganization responded that national fire protection should be an independent structure. The proportion of those who believe that national fire protection should form the basis of a civil protection response system is slightly smaller. It is noted that professionals consider the preferred direction of the state regulation of civil protection aimed at improving the response system by increasing the efficiency of actions of the civil defense forces by: reducing the time of signaling on triggering of the systems of detection of dangerous events, arrival of units to the scene of dangerous events, providing emergency medical assistance concentrating forces and resources in emergency response. According to the results of a sociological survey, the main ways of improving the activity of civil defense forces are: expanding the scope of involvement of Civil Service units of the State Emergency Situations to responding to dangerous events and emergencies of different levels with the obligation to legally regulate the professional status of heads of attested emergency officers to eliminate regional emergency situations; increasing the efficiency of actions of the civil defense forces by reducing the time of signaling on the operation of systems of detection of dangerous events, arrival of units to the scene of dangerous events, providing emergency medical assistance to the population, concentration of forces and means in the event of emergency situations; early formation of groups of civil protection forces, which in the present circumstances is associated with: the obligation to provide high-technogenic risk facilities to the emergency units and the creation of fire-fighting units in the united territorial communities; improving the organization of activities and composition of civil protection forces in response to social and military emergencies; legal and regulatory support for the institutional framework for the development of voluntary and volunteer work in the field of civil protection.
