АНАЛІЗУВАННЯ ТЕНДЕНЦІЙ РОЗВИТКУ МИТНОЇ СИСТЕМИ УКРАЇНИ: МІЖНАРОДНИЙ ТА НАЦІОНАЛЬНИЙ ВИМІРИ
Анотація
У статті комплексно проаналізовано сучасний стан та тенденції розвитку митної системи України у міжнародному та національному вимірі. Діагностовано митні позиції України у провідних міжнародних рейтингах. Виконано динамічний та структурний аналіз митного обслуговування міжнародної торгівлі в Україні за даними міжнародних рейтингів Doing Business, Індекс сприяння торгівлі та Індекс ефективності логістики. Обгрунтовано результати опитування вітчизняних експортерів та імпортерів різних розмірів та різної галузевої і територіальної приналежності щодо ефективності роботи митних органів. Проведено статистичний аналіз діяльності митних органів України у правоохоронній, фіскальній, контрольно-регулюючій та сервісній сферах. На підставі одержаних результатів ідентифіковано ключові проблеми функціонування національної митної системи як вектори її подальшого реформування в умовах європейської інтеграції.

ANALYSIS OF TRENDS IN THE DEVELOPMENT OF THE CUSTOMS SYSTEM OF UKRAINE: INTERNATIONAL AND NATIONAL DIMENSIONS
Summary
On the basis of thorough analysis of the customs system of Ukraine, it has been established that at present the problems in the various fields of its functioning are still being observed in this area. Today, the state has introduced a new course in the development of the customs system, which is connected with the separation of customs and tax services. It accordingly requires the introduction and realization of a complex of effective measures for solving existing problems in the customs sphere and ensuring its further progressive development. In the context of reforming the national customs authorities, an important task is to prepare a substantiated and objective information base on the actual state of the customs system, its problems and weaknesses, on the basis of which further targeted measures should be formed to improve the relevant parameters. According to the results of the diagnostics of customs positions of Ukraine in the leading international ratings, it has been established that Ukraine still has rather low places, but at the same time demonstrates the gradual improvement of most customs parameters. This confirms the fact that the domestic customs system is still characterized by the existence of a significant number of problems of an objective and subjective nature, related to the low level of efficiency of measures to simplify customs procedures and promote legal international trade, high level of bureaucracy of customs formalities, presence of corruption component, low level of development of customs infrastructure and logistics of customs bodies, inconsistency and non-harmonization of customs legislation with European standards, lack of efficient management of customs authorities, etc. Similar problems are also noted by Ukrainian exporters and importers, as well as their presence is confirmed by the results of analysis of key indicators of the work of customs authorities in law, fiscal, control, regulatory and service spheres. In the context of European integration, such problems need to be properly solved on the basis of effective and substantiated reform of the national customs system, which will enable to intensify international economic relations of Ukraine, foreign economic activity of domestic enterprises and ensure the progressive development of the national economy.
