АНАЛІЗ СУЧАСНОЇ ДЕРЖАВНОЇ ПОЛІТИКИ У СФЕРІ ЗЕМЕЛЬНИХ ВІДНОСИН В УКРАЇНІ

Анотація

У статті зазначено про необхідність дослідження поточного стану державної політики в сфері земельних відносин, визначення основних тенденцій змін в історичній ретроспективі зумовлено закономірностями розвитку соціально-економічних систем, теорії прийняття та реалізації управлінських рішень у стратегічній перспективі, гарантування досягнення прогнозованих результатів, які призведуть до якісних зрушень і розвитку земельних відносин в Україні. Наголошено, що ефективність державної політики в будь-якій сфері не може бути забезпечена достатньою мірою без належного всебічного аналізу сучасного стану, в якому знаходиться об'єкт управління. Розкрито зміст загальної характеристики стану розвитку земельних відносин за окремими напрямами діяльності Держгеокадастру України та використано аналітичні та статистичні матеріали за 2014—2017 рр. Проведено соціологічне опитування службовців органів місцевого самоврядування та посадових осіб об'єднаних територіальних громад Хмельницької області з метою встановлення перспективних напрямів формування та реалізації державної політики в сфері земельних відносин. Зазначено, що проведений аналіз сучасного стану державної політики в сфері земельних відносин України дозволив сформувати матрицю стратегічних завдань за напрямами державної політики на основі їх пріоритетності, що дозволить підвищити ефективність формування і реалізації державної політики в сфері земельних відносин.

ANALYSIS OF MODERN GOVERNMENT POLICY IN LAND RELATIONS IN UKRAINE

Summary

The article states that the necessity of studying the current state of state policy in the field of land relations, determining the main trends of changes in the historical retrospective due to the laws of the development of socio-economic systems, the theory of the adoption and implementation of managerial decisions in the strategic perspective, guaranteeing the achievement of projected results, which will lead to qualitative shifts and development of land relations in Ukraine. It is emphasized that the effectiveness of state policy in any sphere can not be sufficiently provided without proper comprehensive analysis of the current state in which the object of management is located. The content of the general characteristics of the state of development of land relations for certain areas of activity of the State Geodetic Committee of Ukraine is disclosed and the analytical and statistical materials for 2014—2017 are used. A sociological survey of local government officials and officials of the combined territorial communities of Khmelnitsky region was conducted to establish promising directions for the formation and realization of the state policy in the field of land relations. It is noted that the analysis of the current state of state policy in the field of land relations of Ukraine allowed to formulate a matrix of strategic tasks in the areas of state policy on the basis of their priority, which will increase the efficiency of the formation and implementation of state policy in the field of land relations.
