ЗАГРОЗИ ФІНАНСОВІЙ БЕЗПЕЦІ УКРАЇНИ: СМИСЛОВИЙ ПРОСТІР ДЕРЖАВНО-УПРАВЛІНСЬКОГО ЗМІСТУ ТА КЛАСИФІКАЦІЯ
Анотація
Метою статті є визначення державно-управлінського змісту загроз фінансовій безпеці України та їх класифікація.
Для вирішення завдань дослідження використовувалися системно-ситуаційний та інституціональний підходи.
Встановлено, що смисловий простір державно-управлінського змісту поняття "загрози фінансовій безпеці" розкривається за допомогою визначення загрози як інституту, в якому втілюється причина діяльності держави щодо забезпечення фінансової безпеки.
Доведено, що з причин складності фінансово-кредитної сфери в умовах фінансової глобалізації, трансграничного характеру сучасних загроз фінансовій безпеці класифікація загроз, яка використовується в офіційному та науковому дискурсах не дозволяє в повній мірі побудувати чітку ієрархію загроз та розробити адекватні заходи державного реагування на виявлені загрози.
З метою систематизації загроз фінансовій безпеці України класифікаційну сітку загроз фінансовій безпеці запропоновано доповнити низкою критеріїв класифікації, що дозволить врахувати трансграничні загрози фінансовій безпеці України.

THE THREATS TO THE FINANCIAL SECURITY OF UKRAINE: MEASURING SPACE OF THE PUBLIC-GOVERNMENT CONTENT AND CLASSIFICATION
Summary
The purpose of the article is to determine the state-management content of the threats to Ukraine's financial security and their classification.
It is used system-situational and institutional approaches to solve the problems of research.
It is established that the measuring space of the state-management content of the concept of "threat financial security" is disclosed by defining the threat as an institution in which it is implemented the reason for the state's activity to ensure financial security.
It is proved that from reasons of complexity of financial and credit sector in terms of financial globalization, the cross-border nature of the threats to financial security classification of threats in official and scientific discourse does not allow fully building a clear hierarchy of threats, and developing adequate measures of public reaction to detect its threats.
In order to systematize threats to the financial security of Ukraine the classification of threats net of the financial security is offered to supplement the number of classification criteria that will take into account a cross-border threat to the financial security of Ukraine.
