НОРМАТИВНО-ПРАВОВЕ ЗАБЕЗПЕЧЕННЯ ДЕРЖАВНОГО УПРАВЛІННЯ В СИСТЕМІ ІНСТИТУЦІЙНОГО ДОГЛЯДУ ТА ВИХОВАННЯ ДІТЕЙ
Анотація
У статті досліджуються основні законодавчі та нормативно-правові акти у сфері інституційного догляду та виховання дітей в сучасних умовах реформування адміністративної системи. Зазначено, що через велику кількість нормативних документів, які регулюють діяльність у сфері інституційного догляду та виховання дітей, які не здатні забезпечити ефективне виконання своїх функцій, в умовах проведення адміністративної реформи виникає потреба уніфікації нормативних документів, надання соціальних, та освітніх послуг у сфері інституційного догляду та виховання дітей. Проаналізовано основоположні засади Національної стратегії реформування системи інституційного догляду та виховання дітей на 2017—2026 рр. Зазначено, що основні нормативні документи, які забезпечують існування системи інституційного догляду та виховання дітей постійно доповнюються відповідними листами та розпорядженнями відомств різних рівнів. Задля ефективного державного управління у сфері інституційного догляду та виховання дітей йде значна затрата зусиль, яку варто мінімізувати шляхом удосконалення законодавства в процесі реформування системи інституційного догляду та виховання дітей, що відображено у основних завданнях Національної стратегії реформування системи інституційного догляду та виховання дітей на 2017—2026 рр. Виявлено проблемні питання у нормативно-правовому забезпеченні державного управління в системі інституційного догляду та виховання дітей.

NORMAL-LEGAL PROVISION OF PUBLIC ADMINISTRATION IN THE SYSTEM OF INSTITUTIONAL CARE AND EDUCATION OF CHILDREN
Summary
Тhe article examines the main legislative and regulatory acts in the field of institutional care and upbringing of children in the current conditions of reforming the administrative system. It is noted that due to the large number of normative documents regulating activity in the field of institutional care and upbringing of children who are not able to ensure the effective performance of their functions, in the conditions of administrative reform there is a need for unification of normative documents, provision of social and educational services in the field of institutional care and bringing up children. The basic principles of the National Strategy for the Reform of the Institutional Care and Keeping of Children for 2017—2026 are analyzed. It is noted that the main normative documents that ensure the existence of a system of institutional care and upbringing of children are constantly supplemented by corresponding letters and instructions of departments of different levels. For effective public administration in the field of institutional care and upbringing of children there is a significant amount of effort, which should be minimized by improving legislation in the process of reforming the institutional care and upbringing of children, reflected in the main tasks of the National Strategy for the Reform of the Institutional Care and Keeping of Children for 2017—2026 years Problematic issues were found in the normative-legal provision of public administration in the system of institutional care and upbringing of children.
