ХАРАКТЕРИСТИКА ТА КЛАСИФІКАЦІЯ МЕХАНІЗМІВ ФОРМУВАННЯ ТА РЕАЛІЗАЦІЇ ДЕРЖАВНОЇ ПОЛІТИКИ У СФЕРІ ЗЕМЕЛЬНИХ ВІДНОСИН УКРАЇНИ
Анотація
У статті зазначено, що досягнення стратегічної мети та вирішення усього спектру завдань визначених у концептуальних державних документах розвитку земельних відносин в Україні не можливий без науково-теоретичного обгрунтування із подальшою практичною перевіркою ефективності застосовуваних механізмів формування та реалізації державної політики у цій сфері. Зазначено, що однією із вагомих причин кризового стану в сфері земельних відносин в Україні є відсутність зваженої державної земельної політики та механізму її реалізації, ефективної системи фінансового-економічного і землевпорядного механізму регулювання земельних відносин і землекористування. Проведено аналіз наукових напрацювань, що дозволяє визначити класифікаційну схему механізмів формування та реалізацій державної політики в сфері земельних відносин за структурними, функціональними, об'єктними, процесуальними ознаками, які характеризують наявність у механізмах системної та організованої діяльності з наявністю мети, функцій, процесуальної узгодженості реалізації дій, предметної і цільової сфери впливу, об'єктно-суб'єктної взаємодії на основі чітко визначених, усталених правил, принципів управління, що в сукупності утворює складну, відкриту систему сукупності управлінських технологій. Розглянуто правовий, економічний, фінансовий, адміністративний, організаційний, інформаційний, соціальний, мотиваційний, психологічний, системно-аналітичний, програмно-цільовий механізми формування та реалізації державної політики у сфері земельних відносин України.

CHARACTERISTICS AND CLASSIFICATION OF MECHANISMS OF FORMATION AND REALIZATION OF STATE POLICIES IN THE LAND RELATIONS OF UKRAINE
Summary
The article states that the achievement of the strategic goal and the solution of the whole spectrum of tasks defined in the conceptual state documents of land relations development in Ukraine is impossible without a scientific and theoretical substantiation with further practical verification of the effectiveness of the mechanisms used to formulate and implement the state policy in this area. It is noted that one of the most important reasons for the crisis situation in the field of land relations in Ukraine is the lack of a well-balanced state land policy and mechanism for its implementation, an effective system of financial, economic and land-use regulation of land relations and land use. The analysis of scientific developments allows to determine the classification scheme of mechanisms of formation and implementation of state policy in the field of land relations by structural, functional, objective, procedural features, which characterize the presence in the mechanisms of system and organized activities with the presence of goals, functions, procedural coherence of the implementation of actions , subject and target sphere of influence, object-subjective interaction on the basis of clearly defined, established rules, management principles that together with creates a complex, open system of management technologies. The legal, economic, financial, administrative, organizational, informational, social, motivational, psychological, system-analytical, programmatic and target mechanisms of formation and implementation of state policy in the field of land relations of Ukraine are considered.
