СВІТОВИЙ ДОСВІД ФУНКЦІОНУВАННЯ ДЕРЖАВНИХ МЕХАНІЗМІВ РЕГУЛЮВАННЯ РОЗВИТКУ РЕКРЕАЦІЙНОЇ СФЕРИ
Анотація
Проаналізовано світовий досвід функціонування державних механізмів регулювання розвитку рекреаційної сфери. Аналізуючи особливості впливу держави на розвиток рекреаційної сфери у світі, визначено певні моделі її регулювання, а саме: децентралізоване регулювання, централізоване регулювання, розгалужене регулювання. Виокремлено особливості формування механізмів державного управління розвитком рекреаційної сфери в зарубіжних країнах. Обгрунтовано напрями адаптації світового досвіду функціонування державних механізмів регулювання розвитку рекреаційної сфери до національного середовища.

WORLD EXPERIENCE OF FUNCTIONING OF STATE MECHANISMS FOR REGULATING THE DEVELOPMENT OF THE RECREATIONAL SPHERE
Summary
The world experience of functioning of state mechanisms of regulating the development of the recreational sphere is analyzed. Analyzing the peculiarities of the state's influence on the development of the recreational sphere in the world, certain models of its regulation are defined, namely decentralized regulation, centralized regulation, extensive regulation. The peculiarities of the formation of mechanisms of state management for the development of the recreational sphere in foreign countries are singled out.
The financial aspects concerning development of recreation sphere are revealed. It was stated that in all countries of the world the state actively participates in the financing and development of recreational infrastructure. This intervention is manifested in the payment of subsidies to the recreational industry, participation in the operation, support of low-income enterprises. The state covers the costs of negative phenomena, which may not be immediately. These include the degradation of the environmental environment, the status of monuments of the historical and cultural past, anti-social phenomena, etc.
In many countries, the recreational sector receives significant financial support at the expense of volunteers providing recreational services within one to two years in exchange for job placement and career advisories. It is expedient to provide subsidies to the population for the payment of recreational services and the introduction of a system of privileges for the payment of taxes to individuals if they use a certain amount for recreational services.
The issue of organizational regulation is revealed, which is manifested in the assessment of the quality of work of subjects that create conditions for recreation, according to the ball system, which prevents the use of funds of insured persons and insurance funds in a non-rational way.
The main forms of organization of public-private partnership in the recreational sphere of the countries of the world are determined, which provides for equal distribution of profits, risks and participation in the substantiation of managerial decisions, involvement of commercial business structures for management of companies with state and communal forms of ownership, creation of non-profit organizations for the achievement of certain goals, the concession with the transfer of state-owned objects to commercial structures under the contract.
The directions of adaptation of the world experience of functioning of state mechanisms of regulating the development of the recreational sphere to the national environment are substantiated.
