РОЗВИТОК ІНСТИТУЦІЙНИХ ЗАСАД ФІНАНСОВОЇ СИСТЕМИ КРАЇНИ

Анотація

У статті розкрито сутність фінансової системи як одного з найбільш вагомих інститутів забезпечення соціально-економічного розвитку країни. Обгрунтовано, що важливою складовою державного регулювання фінансової сфери є координація діяльності фінансових інститутів і забезпечення транспарентності процесів формування бюджетної та монетарної політики; ефективність функціонування державних фінансів, національної економіки залежить від своєчасності відповідних інституційних змін. Визначено, що інститут бюджетного регулювання має грунтуватися на сукупності форм, засобів, механізмів формування та реалізації завдань бюджетної політики, які визначають умови взаємовідносин учасників бюджетного процесу; взаємоузгодження бюджетного та грошово-кредитного регулювання потребує підвищення якісного рівня інституційного забезпечення як державного управління економічними процесами. Показано, що методи, інструменти, важелі бюджетного регулювання визначають можливість кількісного і якісного впливу інституту бюджету на соціальне та економічне середовище.

DEVELOPMENT OF THE INSTITUTIONAL FOUNDATIONS OF THE COUNTRY'S FINANCIAL SYSTEM

Summary

The article reveals the essence of the financial system as one of the most important institutions for ensuring socio-economic development of the country. It is substantiated that an important part of the state regulation of the financial sphere is the coordination of the activities of financial institutions and transparency of the processes of fiscal and monetary policy formation; the effectiveness of the functioning of public finances, the national economy depends on the timeliness of the corresponding institutional changes. It is determined that the institution of budget regulation should be based on a set of forms, means, mechanisms of formation and implementation of budget policy tasks, which determine the conditions of relations between participants of the budget process; mutual coordination of budgetary and monetary regulation requires the improvement of the quality level of institutional support as a state management of economic processes. It is shown that methods, tools, and levers of budgetary regulation determine the possibility of quantitative and qualitative impact of the budget institute on the social and economic environment.
