МОДЕЛІ ТА ОСОБЛИВОСТІ ДЕРЖАВНОГО УПРАВЛІННЯ НАУКОВОЮ ДІЯЛЬНІСТЮ НАУКОВИХ УСТАНОВ

Анотація

У статті досліджено історичні віхи розвитку моделей державного управління. Систематизовано основні типи моделей державного управління. Встановлено основні пити моделей державного управління: рання модель, бюрократична модель, публічна модель та інноваційна модель. Встановлено основні підходи, що стали основою ранньої моделі державного управління, її сильні та слабкі сторони. Систематизовано принципи та характерні риси, позитивні та негативні сторони бюрократичної моделі державного управління. Виокремлено принципи оновлення сучасних систем державного управління. Встановлено дві домінуючі складові моделі публічного управління: економічна (маркетизація) й організаційна (дебюрократизація). Означено основні характерні риси, принципи та особливості моделі "Good Governance". З'ясовано можливість застосування зазначених моделей державного управління в управлінні науковою діяльністю наукових установ.

MODELS AND FEATURES OF STATE MANAGEMENT OF SCIENTIFIC ACTIVITY OF SCIENTIFIC INSTITUTIONS

Summary

The article investigates the historical milestones of the development of public administration models. The main types of models of public administration are systematized. The basic models of public administration are set: early model, bureaucratic model, public model and innovative model. The basic approaches that became the basis of the early model of public administration, its strengths and weaknesses were established. The principles and characteristics, the positive and negative aspects of the bureaucratic model of public administration are systematized. The principles of updating of modern systems of state administration are singled out. Two dominant components of the model of public administration are established: economic (marketing) and organizational (de-bureaucratization). The main features, principles and features of the Good Governance model are described. The possibility of applying these models of public administration in the management of scientific activities of scientific institutions is revealed.
