СУЧАСНІ ОСОБЛИВОСТІ ДЕРЖАВНОГО РЕГУЛЮВАННЯ РОЗВИТКУ СІЛЬСЬКОГОСПОДАРСЬКИХ ПІДПРИЄМСТВ

Анотація

Зазначено, що в умовах глобалізації структура економіки ускладнюється. Головним суб'єктом стають мезоекономічні структури — господарські об'єднання, які здійснюють стратегічне управління технологічними ланцюгами — від видобутку сировини і розробки нової продукції до її виробництва і оптової або роздрібної (для індивідуальних продуктів особливої складності і високої вартості) продажу.
Визначено, що найбільш реально можливим механізмом розвитку агропромислової системи регіону в умовах сьогодення є використання її внутрішнього організаційного потенціалу і впливу стимулюючого характеру розподілу бюджетних асигнувань. Це обумовлює необхідність ефективної міжфірмовою інтеграцією, що забезпечує стійкі взаємовигідні зв'язки учасникам інтеграційного процесу.
Таким чином, запропоновано в умовах ринкової економіки для виходу сільського господарства регіону з фінансово-економічної кризи необхідно вдосконалювати систему державного регулювання агропромислового виробництва. Ефективність цього етапу роботи залежить від вирішення цілого ряду завдань, але мінімум дві з них повинні бути основними: перетворення існуючої структури сільського господарства в регіональну інтегровану корпоративну структуру (РИКС); розробка економічних механізмів враховують стимулюючий характер розподілу бюджетних асигнувань.
Запропоновано основними принципами об'єднання агропромислових підприємств у корпорацію визначити: придбання вигідних переваг — основний принцип участі в корпорації, в результаті чого кожен учасник корпорації набуває для себе вигідні переваги від спільної діяльності; досягнення балансу впливу — принцип, при якому відсутнє право контрольного пакета акцій, корпорація переслідує інтереси всіх своїх учасників, керується критеріями ефективності та інтересами розвитку спільного бізнесу, а не приватними інтересами будь-якого окремого великого акціонера.

MODERN FEATURES OF STATE REGULATION OF AGRICULTURAL ENTERPRISES DEVELOPMENT

Summary

It is noted that in the conditions of globalization, the structure of the economy is complicated. The main subject is the mesoeconomic structures — economic associations that carry out strategic management of technological chains — from the extraction of raw materials and the development of new products to its production and wholesale or retail (for individual products of particular complexity and high value) sales.
It is determined that the most realistic mechanism of development of the agroindustrial system of the region in the present conditions is the use of its internal organizational potential and the influence of the stimulating nature of the distribution of budget allocations. This stipulates the need for effective inter-firm integration, which provides stable mutually beneficial links to participants in the integration process.
Thus, it is suggested in the conditions of a market economy for the agricultural output of the region from the financial and economic crisis, it is necessary to improve the system of state regulation of agro-industrial production. The effectiveness of this stage of work depends on solving a number of tasks, but at least two of them must be basic: the transformation of the existing structure of agriculture into a regional integrated corporate structure (RICS); The development of economic mechanisms take into account the stimulating nature of the distribution of budget allocations.
The main principles of the association of agribusiness enterprises with the corporation are proposed: the acquisition of profitable advantages is the main principle of participation in the corporation, as a result of which each participant of the corporation acquires favorable advantages from the joint activity; Achievement of the balance of influence — the principle in which there is no right of controlling interest in shares, the corporation pursues the interests of all its participants, is guided by the criteria of efficiency and interests of the development of joint business, and not the private interests of any single major shareholder.
