АНАЛІЗ СВІТОВИХ ТЕОРЕТИЧНИХ ПІДХОДІВ ДО ВРЕГУЛЮВАННЯ КОНФЛІКТІВ У ПУБЛІЧНО-УПРАВЛІНСЬКИХ ВІДНОСИНАХ
Анотація
У статті досліджуються теоретичні підходи до визначення та розгляду конфліктів, а також їх врегулювання у сфері публічно-управлінських відносин. Особлива увага приділяється сучасним дослідженням цього соціального явища з точки зору теорії відносин "принципал — агент" у напрямі ефективної взаємодії суспільства як принципала та органів публічної влади як агента. Проблема врегулювання конфліктів розглядається з позицій таких вітчизняних та зарубіжних учених, як Г. Зіммеля, Р. Дарендорфа, Л. Козера, С.О. Телешуна, М.І. Пірен, В.А. Ребкала, О.А. Тертишної, С.М. Емельянова, А.В. Дмитриева, А.С Хохлова та ін. Виявлено, що врегулювання конфліктів у розрізі теорії відносин "принципал — агент" у процесах політичної реформації має базуватися на ефективній взаємодії суспільства та органів публічної влади, тобто принципала і агента.

ANALYSIS OF WORLD THEORETICAL APPROACHES TO CONFLICT RESOLUTION IN PUBLIC-MANAGEMENT RELATIONS
Summary
The article analyzes the theoretical approaches to the definition and consideration of conflicts, as well as their settlement in the sphere of public-management relations. Particular attention is paid to modern research of this social phenomenon from the point of view of the "principal- agent" relationship theory in the direction of effective interaction of society as a principal and public authorities as an agent. The problem of conflict resolution is considered from the standpoint of such domestic and foreign scientists as G. Simmel, R. Darendorf, L. Kozer, S.O. Teleshun, M.I Piren, V.A. Rebkalo, О.А. Tertyshnaya, S.M. Emelyanov, A.V. Dmitriev, A.S. Khokhlov and others. It was revealed that the settlement of conflicts in the context of the theory of relations "principal-agent" in the processes of political reform should be based on the effective interaction of society and public authorities, that is, the principal and the agent.
