ВПЛИВ ДЕРЖАВНОГО РЕГУЛЮВАННЯ НА ФОРМУВАННЯ МОДЕЛІ СОЦІАЛЬНОГО ЗАХИСТУ НАСЕЛЕННЯ

Анотація

Зазначено, що система державного регулювання надання медичних послуг в Україні, а так само в багатьох країнах, в області надання медичних послуг має змішаний характер. Населення України старіє і поступово частка працездатних і дійових осіб у країні, чиї кошти утворюють страхові фонди, скорочується. При цьому старіючому населенню необхідні пенсії та лікування. Визначено, що подальший розвиток українського суспільства, в цілому, і кожного громадянина можливо за умови формування логічного економічного мислення та переорієнтації самих людей на підвищення рівня своєї освіти, здоров'я, добробуту і, як наслідок, добробуту своєї держави. Різноманітність інститутів, форм і механізмів, які формують національні системи державного регулювання надання медичних послуг, особливості їх організації та функціонування, дозволяють не тільки виділяти додатково такі моделі, як латинська (католицька), рудиментарна (перехідна), патерналістська, але і ряд інших способів організації соціального захисту населення, а також у певному сенсі вважати, що моделей соціального захисту населення стільки ж, скільки і країн світу.
Запропоновано поєднання основ ліберальної і корпоративної моделі надання медичних послуг: розвиток систем страхування і адресна спрямованість потребують поєднанні з визначенням величини соціальної допомоги пропорційно трудовим доходах і розмірами відрахувань на страхові платежі при збереженні регулюючої ролі держави.

THE INFLUENCE OF GOVERNMENTAL REGULATION ON THE MODEL OF SOCIAL PROTECTION OF THE POPULATION

Summary

It is noted that the system of state regulation of provision of medical services in Ukraine, as well as in many countries, in the field of provision of medical services is mixed. The population of Ukraine is aging and gradually the share of able-bodied and active people in the country, whose funds form insurance funds, is shrinking. At the same time, old people need pensions and treatment. It is determined that further development of Ukrainian society as a whole and every citizen is possible, provided that the formation of logical economic thinking and the reorientation of the people themselves on the increase of the level of their education, health, welfare and, as a consequence, the welfare of their state. The variety of institutions, forms and mechanisms that form the national systems of state regulation of the provision of medical services, especially their organization and functioning, allow not only to provide additional models such as Latin (Catholic), rudimentary (transitional), paternalistic, but also a number of other ways of organization social protection of the population, and also in a certain sense, to assume that the models of social protection of the population are as many as the countries of the world.
It is proposed to combine the foundations of a liberal and corporate model of medical services: the development of insurance systems and targeted focus need to be combined with the definition of the amount of social assistance in proportion to labor income and the size of deductions for insurance payments while maintaining the regulatory role of the state.
