СОЦІАЛЬНО-ДЕМОГРАФІЧНИЙ ФАКТОР ТІНІЗАЦІЇ РИНКУ ПРАЦІ ТА ЗАЙНЯТОСТІ НАСЕЛЕННЯ В УКРАЇНІ

Анотація

У статті досліджено соціально-демографічний фактор тінізації ринку праці в Україні. Проаналізовано та визначено основні аспекти його впливу на соціально-економічний розвиток держави та суспільство. З'ясовано, що тінізація ринку праці та зайнятості населення детермінована низкою факторів, які можна згрупувати в зовнішні (екзогенні) та внутрішні (ендогенні). Зовнішні фактори порівняно з факторами внутрішніми мають більшу значимість, вагомість і пріоритетність з огляду на масштаби їхнього впливу на досліджуване явище. Внутрішні фактори обумовлені людським фактором і суб'єктивністю, тоді як зовнішні фактори, мають об'єктивний характер і визначається економічною та соціальною політикою, законодавством тощо. Соціально-демографічний фактор тінізації ринку праці та зайнятості населення України на сучасному етапі характеризується негативними тенденціями, серед яких: тотальне зубожіння та соціальне відторгнення населення; обмежені можливості працевлаштування на гідно оплачувану роботу; низькі рівні заробітної плати та доходів населення; неефективність чинної системи соціальної підтримки; активізація зовнішньої трудової міграції молоді на тлі прогресуючого постаріння населення тощо. Встановлено, що негативний, деструктивний вплив цього фактору поширюється не тільки на ринок праці та зайнятості населення, але й на економіку, сферу соціального захисту, демографічний стан і суспільний розвиток України в цілому. На підставі вищезазначеного необхідно активізувати державну політику на знівелювання та усунення тінізації ринку праці та зайнятості населення в Україні.

THE SOCIAL-DEMOGRAPHIC FACTOR OF THE LABOUR MARKET AND EMPLOYMENT SHADOWING IN UKRAINE

Summary

The article analyzes the socio-demographic factor of the labor market shadowing in Ukraine. The main aspects of its influence on the socio-economic development of the state and society are analyzed and determined. It has been determined that the shadowing of the labor market and employment of the population is determined by a number of factors that can be grouped into external (exogenous) and internal (endogenous) ones. External factors, in comparison with internal factors, have greater significance, importance and priority given the scale of their impact on the phenomenon under study. Internal factors are caused by human factor and subjectivity, while external factors are objective and determined by economic and social policies, legislation, etc. The socio-demographic factor of shadowing of the labor market and employment of the population of Ukraine at the present stage is characterized by negative tendencies, among which: total poverty and social exclusion of the population; limited employment opportunities for well-paid work; low wages and incomes; inefficiency of the current system of social support; activation of the external labor migration of young people against the background of progressive aging of the population and others like that. It is established that the negative, destructive influence of this factor extends not only to the labor market and employment of the population, but also to the economy, the sphere of social protection, the demographic situation and the social development of Ukraine as a whole. On the basis of the above-mentioned, it is necessary to intensify the state policy of reducing and eliminating the shadowing of the labor market and employment in Ukraine.
