ПІДХОДИ ДО ДЕРЖАВНОГО УПРАВЛІННЯ СОЦІАЛЬНО-ЕКОНОМІЧНИМИ СИСТЕМАМИ

Анотація

У представленому дослідженні здійснено підгрунтя для детального критичного аналізу найбільш загальних аспектів існуючої моделі державного управління в соціально-економічних системах. Визначено роль держави в управлінні соціально-економічними системами та межі впливу на неї. Показано, що такі межі окреслені місією (системною метою) держави. Виділено недоліки сучасної парадигми в сфері вітчизняної теорії державного управління. Обгрунтовано необхідність застосування процесного підходу до управління складними соціально-економічними системами замість застарілого функціонального.

APPROACHES TO PUBLIC ADMINISTRATION BY SOCIO-ECONOMIC SYSTEMS

Summary

The presented study provides the basis for a detailed critical analysis of the most common aspects of the existing model of public administration in socio-economic systems. Determined the role of the state in the management of socio-economic systems and the limits of influence on it. It is shown that such boundaries are outlined by the mission (system purpose) of the state. It is noted that the system purpose (mission) of a state in the conditions of a market economy is to prevent or eliminate its fluctuations, which can lead to destructive changes. This is manifested by countering the threats and challenges of the outside world (the world economy or the possibility of non-economic influences on the part of its participants) and the internal environment, strengthening the sustainability of the national economic system and the social sphere.
The shortcomings of the modern paradigm in the sphere of the national theory of public administration are highlighted. The necessity of applying a process approach to managing complex socio-economic systems is substantiated instead of outdated functional.
