УДОСКОНАЛЕННЯ МЕХАНІЗМУ ДЕРЖАВНОЇ ПІДТРИМКИ СФЕРИ КУЛЬТУРИ В УКРАЇНІ

Анотація

У статті досліджено сучасні напрями державної культурної політики в Україні. Визначено пріоритетні вектори удосконалення механізмів державного регулювання в сфері культури. Зроблено висновок, що держави, які проводять зважену політику в сфері культури в періоди прояву кризових явищ у соціальній та економічній сферах, з мінімальними втратами можуть досягати успіхів у проведенні невідкладних реформ. Підкреслено тезу, що сучасні недоліки у соціально-культурній сфері заважають подальшим економічним, соціальним і політичним перетворенням в Україні. Розроблено концептуальні основи загальнодержавної програми підтримки розвитку суб'єктів сфери культури в Україні, метою якої є сприяння культурному розвиткові населення, розширення впливу закладів сфери культури на формування ціннісних орієнтацій суспільства, поширення кращих досягнень культури та мистецтва, формування сталої матеріально-фінансової бази закладів сфери культури в Україні.

IMPROVEMENT OF MECHANISM OF THE STATE SUPPORT OF THE CULTURAL SPHERE IN UKRAINE

Summary

The article explores the modern directions of state cultural policy in Ukraine. There is priority vectors of improvement of mechanisms of state regulation in the cultural sphere determined. It is concluded that countries, which perform a balanced policy in the sphere of culture in periods of manifestation of crisis phenomena in social and economic spheres, can achieve successes in the implementation of urgent reforms with minimal losses. The thesis is underlined about current shortages prevention in the socio-cultural sphere for further economic, social and political reformations in Ukraine. We've developed the conceptual bases of the nationwide program of development support for subjects of the cultural sphere in Ukraine, the aim of which is to promote for cultural development of population, to expand the influence of institutions of cultural area on the formation of value orientations of society, to spread the best achievements of culture and art, to form the stable material and financial base of institutions of cultural sphere in Ukraine.
