КІНЕМАТОГРАФІЧНА СФЕРА ЯК ОБ'ЄКТ ДЕРЖАВНОЇ КУЛЬТУРНОЇ ПОЛІТИКИ УКРАЇНИ

Анотація

У статті досліджено сутність та динаміку розвитку кінематографічної сфери в Україні. Акцент дослідження зроблено на аналізі специфіки функціонування кінематографічної сфери в Україні, кількісних показників діяльності цієї сфери. Сфера кінематографії розглядається як об'єкт державного регулювання, а державна політика щодо кіноіндустрії — важлива складова державної культурної політики. Виявлено сучасні організаційні, економічні та управлінські проблеми розвитку вітчизняної кіноіндустрії. Висвітлено складові системи культурного та інформаційного обслуговування, частиною якої є кінематографічна сфера. Окреслено актуальні завдання в напрямі розвитку вітчизняного кінематографу, а саме: реформування системи державного управління в сфері кінематографії, відновлення державного замовлення в сфері кінематографії, розвиток продюсерської системи кіновиробництва, поліпшення обслуговування населення, забезпечення контролю розповсюдження і демонстрування фільмів на ринку України. Доведено, що розвиток сфери кінематографії є важливою умовою ефективного функціонування соціально-культурної сфери та є пріоритетним напрямом державної культурної політики.

CINEMATIC SPHERE AS AN OBJECT OF STATE CULTURAL POLICY OF UKRAINE

Summary

The article researches the essence and dynamics of the cinema sphere's development in Ukraine. The study's emphasis was made on the analysis the specifics of the cinematic sphere's functioning in Ukraine, quantitative rates of activity in this sphere. The cinematography sphere is seen as an object of state regulation, and state policy regarding the film industry is an important component of state cultural policy. We've identified current organizational, economic and managerial problems of development of the domestic film industry. We've illuminated the components of the system of cultural and information service, one part of which is the cinematic sphere. We've delineated relevant tasks towards the development of national cinema, namely: reforming the system of state management in the field of cinematography, the restoration of state order in the field of cinematography, the development of production system in picture-making, the improvement of public services, providing the control of distribution and showing the films on the Ukrainian market. It has been proved that the development of cinematic sphere is an important condition of the effective functioning of the socio-cultural sphere and is a priority way of state cultural policy.
