ПОШУК НОВИХ ІНСТРУМЕНТІВ ТА МОЖЛИВОСТЕЙ РАДИ БЕЗПЕКИ ООН ТА ОБСЄ У КОНТЕКСТІ РОЗГОРТАННЯ ПОЛІЦЕЙСЬКОЇ МІСІЇ ОБСЄ В УКРАЇНІ
Анотація
У статті зазначено, що відновити територіальну цілісність України в межах міжнародно визнаних кордонів шляхом лише використання спроможностей Міністерства закордонних справ України є, вочевидь, неможливим завданням. Наголошено, що ситуація, яка склалася в Україні — тимчасова окупація Автономної Республіки Крим, озброєна агресія Російської Федерації на Сході України, виявила не лише слабкість системи національної безпеки України, але й продемонструвала відсутність міцності та дієвості міжнародних інститутів, які зазвичай вважалися основою системи безпеки в Європі. Обгрунтовано, що забезпечення безпеки на території ОРДЛО без присутності Поліцейської місії ОБСЄ та цілодобового повномасштабного моніторингу тимчасово неконтрольованого українсько-російського державного кордону — неможливе. Розкрито зміст нових інструментів та можливостей Ради Безпеки ООН та ОБСЄ у контексті розгортання поліцейської місії ОБСЄ в Україні.

THE SEARCH FOR NEW TOOLS AND CAPABILITIES OF THE UN SECURITY COUNCIL AND THE OSCE IN THE CONTEXT OF THE DEPLOYMENT OF POLICE MISSION OF OSCE IN UKRAINE
Summary
The article stated that to restore the territorial integrity of Ukraine within its internationally recognized borders by only using the capabilities of the Ministry of foreign Affairs of Ukraine clearly impossible task. Noted that the situation in Ukraine — the temporary occupation of the Autonomous Republic of Crimea, the armed aggression of the Russian Federation in Eastern Ukraine, reveal not only the weakness of the system of national security of Ukraine, but also demonstrated the lack of durability and effectiveness of international institutions, which are usually seen as essential for security in Europe. It is proved that security in the territory ORDO without the presence of the Police of the OSCE mission and round the clock comprehensive monitoring temporarily uncontrolled by the Ukrainian-Russian state border is impossible. Disclosed the contents of the new tools and capabilities of the UN Security Council and the OSCE in the context of the deployment of police mission of OSCE in Ukraine.
