Анотація

Систематизовано та конкретизовано теоретичні засади у дослідженні інституційної підтримки вітчизняного регіонального розвитку. Здійснено аналіз основних тенденцій інституціонального забезпечення реалізації державної регіональної політики в аспекті європейської інтеграції. Визначено напрями оптимізації інституційної підтримки реалізації державної регіональної політики.

UKRAINIAN PRACTICE OF INSTITUTIONAL SUPPORT REGIONAL DEVELOPMENT

Summary

Systematized and elaborated theoretical background in the study of institutional support domestic regional development. It was found that the institutional implementation of national regional policy takes place at three main levels — national, regional and local. Each level is characterized by the activity of subjects, endowed with powerful competence.
The analysis of the main trends of institutional implementation of national regional policy in terms of European integration. Emphasized that the President determines the main directions of the state, particularly in the field of socio-economic development of regions and territories and development of local and regional authorities. The structure of the Presidential Secretariat of Ukraine functions Home Service regional policy. Verkhovna Rada of Ukraine as the only legislative body has a significant impact on the development and implementation of state regional policy.
Proved that regional policy issues are among the main activities of the government of Ukraine. Management emphasized the role of regional policy, which deals with the analysis of socio-economic development, creating favorable conditions for regional development and effective local government, increasing the responsibility of the leaders of effectiveness for management of economic, social and public processes in the field.
Grounded influence of the Ministry of Economic Development and Trade and the Ministry of Regional Development, Construction and Housing on the implementation of the state regional policy. Proved special role in the implementation of the state regional policy of the State Statistics Service.
Detected some problems in the relationship between institutional partners in the state regional policy. The ways of optimizing the institutional support implementation of the state regional policy.
Emphasized that at this stage to increase the effectiveness of state regional policy in Ukraine will allow the definition (creation) of a single central executive body in charge of regional policy and development of local government. This body must concentrate solution to several problems, including: drafting laws and regulations on regional policy and local government; study and implementation mechanisms for the implementation of the state regional policy; planning and implementation of the forecast mechanism of regional development, coordinating regional development integrated development programs and targeted regional programs; complex monitoring of socio-economic development; examination of implementation of decisions on sectoral development; coordinate the development of local government; rationale and principles of administrative-territorial reform; regulatory and methodological support inter-regional and cross-border cooperation.
Pryorytetnist proved the existence in the central executive body on Regional Policy and Local Self-scientific-analytical institutions that would be conducted riznoaspektnyy monitoring the trends and problems of socio-economic development, substantiation of mechanisms of state regional policy and so on.
