АКТУАЛЬНІ ПРОБЛЕМИ ВЗАЄМОДІЇ МІНІСТЕРСТВА ОБОРОНИ УКРАЇНИ ЯК ЗАМОВНИКА ОЗБРОЄННЯ ТА ВІЙСЬКОВОЇ ТЕХНІКИ З НАЦІОНАЛЬНИМ ОБОРОННО-ПРОМИСЛОВИМ КОМПЛЕКСОМ
Анотація
У даній статті автор надає пропозиції щодо підвищення ефективності взаємодії Міністерства оборони України з національним оборонно-промисловим комплексом. Одним з основних показників, що характеризують роль та участь оборонно-промислового комплексу у забезпеченні потреб Збройних Сил будь-якої країни, є співвідношення обсягів закупівлі власними збройними силами озброєння та військової техніки, що виробляються підприємствами національного оборонно-промислового комплексу (у грошовому вимірі), з обсягами продажу зброї іноземним замовникам. В умовах проголошеного керівництвом держави курсу на інтеграцію України до Європейського союзу держава може одержати позитивний ефект від створення промислових кооперацій з компаніями країн Європейського союзу, в рамках розвитку військово-технічного співробітництва. Незважаючи на складні та болючі процеси реформування оборонної сфери, українська оборонна промисловість спроможна виконувати завдання з переозброєння та створення нових зразків техніки і зацікавлена у визначенні Міноборони перспективних потреб. Створення внутрішнього ринку та здійснення замовлень оборонним відомством є одним з ключових чинників збереження та розвинення потенціалу оборонної промисловості.

ACTUAL PROBLEMS OF COOPERATION OF MINISTRY OF DEFENSE OF UKRAINE AS A CUSTOMER OF ARMAMENT AND MILITARY TECHNIQUE WITH NATIONAL DEFENSIVE-INDUSTRIAL COMPLEX
Summary
In this article an author gives suggestions in relation to increase of efficiency of co-operation of Ministry of defense of Ukraine with a national defensive-industrial complex. One of basic indexes that characterize a role and participation of national defensive-industrial complex in providing of necessities of Armed Forces of any country is correlation of volumes of purchase by own military powers of armament and military technique, that produced by the enterprises of national defensive-industrial complex (in the money measuring), with the volumes of sale of weapon to the foreign customers. In the conditions of proclaimed by guidance of the state of course on integration of Ukraine to the European union the state can get a positive effect from creation of industrial co-operations with the companies of countries of the European union, within the framework of development of military-technical collaboration. Without regard to the difficult and sickly processes of reformation of defensive sphere, Ukrainian defensive industry is able to execute a task from a rearmament and creation of new standards of technique and interested in determination of perspective necessities of Ministry of Defense. Internal market creation and realization of orders a defensive department are to one of key factors of maintenance and development of potential of defensive industry.
