Анотація

У статті запропоновано методичні підходи щодо використання в Україні позитивного досвіду модернізації державної митної політики в США, Великобританії, Перу, а саме: залучення представників бізнес-середовища; організаційно-правове забезпечення гнучкості дій, оптимізації структури, впровадження менеджменту бізнес-процесів, зміна організаційної культури, трансформація критерію оцінки діяльності на основі ступеню дотримання законів, підвищення ефективності контролю на основі інформаційного забезпечення та фінансової автономії.

MODERNIZATION OF THE CUSTOMS POLICY AS A CONDITION OF ECONOMIC SECURITY OF THE STATE

Summary

The analysis of foreign experience implementing state customs policy (USA, UK, Peru), which revealed the main approaches to develop models and technology management processes within the customs modernization of the state customs policy based on re-engineering and interaction with the business environment. The basic directions of the respective modernization programs in the area of customs policy include: deregulation (abolition of exclusive monopoly rights to implement FEA to promote the business community more efficient provision of administrative services to the customs authorities); organizational and legal support (legislative amendments to provide greater flexibility Action customs; optimization of the structure of the customs authorities in order to reduce the number of management levels, the introduction of management of modern business management processes based on business areas and criteria for evaluation of their activities, participation businesses in the development of management decisions, change the organizational culture of the customs service, increase efficiency of control based on integrated information system, attracting businesses and the public to combat smuggling); ensure the financial and economic autonomy (by contributions from taxes on operational needs to improve its own activities).
