ЗАРУБІЖНИЙ ДОСВІД РЕАЛІЗАЦІЇ ЕФЕКТИВНИХ МЕХАНІЗМІВ РОЗВИТКУ МОРСЬКИХ ПОРТІВ

Анотація

У статті досліджено проблеми розвитку портового господарства України. Розглянуто стан та шляхи розвитку інвестиційного потенціалу морських портів, механізми відокремлення адміністративних та економічних функцій є концептуальним положенням, що використовується у провідних портах світу. Дев'яносто відсотків портів світу розвивають економіку портів з участю приватного бізнесу і створення конкурентного середовища.
Проведено аналіз портових реформ країн Причерномор'я, Балтії, Великобританії, Росії. Розглянуто досвід модернізації портової галузі у країнах Європейського Союзу. Визначено потребу пошуку ефективних механізмів розвитку морських портів України в умовах глобалізаційних змін.
Визначено, що інвестиції виступають дієвим важелем здійснення структурної перебудови економіки, розв'язання соціальних і економічних проблем. Ключовими завданнями державного управління є покращення інвестиційного клімату, активізація інвестиційної активності морських портів України.

FOREIGN EXPERIENCE IN IMPLEMENTING EFFECTIVE WAYS FOR SEA PORTS DEVELOPMENT

Summary

The article explored the problems of Ukraine port industry development. The state and development of seaports investment potential, the separation mechanisms of administrative and economic functions was investigated. They are a conceptual provisions that used in the leading ports of the world. Ninety percent of the world's ports develops the ports economy with the private business participation and with the creation of a competitive environment.
Reforms of port countries in the Black Sea, Baltic States, Great Britain, and Russia were analysed. Also work reveals the experience of port industry modernization in the countries of European Union. Definitely there is a need to find an effective mechanisms for development of Ukraine seaports that are under the influence of globalization changes. In the final analysis was defined that investments are an effective way to restruct the economy, resolve social and economic problems. Obviously the key task of the Government is improvement of investment conditions, intensification of investment activity in seaports of Ukraine.
The present state of relations and problem of development of ports economy in Ukraine are analyzed in the article. The basic problem of development of investments in Ukraine marine ports are considered. Furthermore, practical recommendations and realization ways for their development are given. Separation of administrative and economic functions is a concept used in the leading ports around the world.
