ЗАБЕЗПЕЧЕННЯ КОНКУРЕНТОСПРОМОЖНОГО РОЗВИТКУ РЕГІОНІВ НА ОСНОВІ КЛАСТЕРНОЇ ПОЛІТИКИ

Анотація

У статті доведено необхідність проведення кластерної політики в країні для досягнення конкурентоспроможного розвитку регіонів. Розглянуто статистичні дані розвинених країн, котрі були охоплені кластеризациєю і перейшли на шлях інноваційного розвитку своєї економіки. Відзначається, що в їхній практиці склалися дві моделі кластерної політики: країни, що реалізують "континентальну політику" і англо-саксонську модель. Державна кластрена політика, що формується в Україні використовує інструменти як першої моделі, так і другої. Підкреслюється, що кластерна політика поєднує промислову, регіональну, політику підтримки малого бізнесу, політику з залучення іноземних і внутрішніх інвестицій, інноваційну, освітню й інші політики. Наведено обставини, котрі доводять, що кластери в національній економіки виконують роль "крапок зростання" і забезпечують підвищення конкурентоспроможності, виділено основні напрями кластерної політики і її завдання. Проведення кластерної політики пояснюється її здатністю сконцентруватися на вирішенні ряду гострих проблем української економіки. Вона є саме тим комплексом заходів, котрий може сприяти рішенню головного завдання: підвищення конкурентоспросожності української економіки, підвищення інноваційності різних її галузей.

MAINTENANCE OF REGIONS COMPETITIVE DEVELOPMENT ON A BASIS OF CLUSTER CONCEPTS

Summary

In the article the necessity of carrying out cluster politicians in the country for achievement competitive development of regions is proved. The statistical data of the developed countries which have been involved in a clustering process are considered and these countries passed to a way of the innovative economy development. It is noticed that in their practice there were two policies models of cluster: the countries using "the continental policy" and the English-Saxon model. The state cluster policy Formed in Ukraine uses tools both of the first model and of the second one. It is underlined that cluster policies unites the industrial policy, regional the policy of small support business, the policy aimed at attraction of foreign and domestic investments, innovative, educational, etc. policies. The circumstances are presented to prove resulted that clusters in national economy carry out a role of "growth points" and provide competitiveness increase, the basic directions of cluster policies and its problems are conndered. Carrying out cluster policies is explained by its ability to concentrate on soloing of some problems of the Ukrainian economy. It is the of actions, that can promote the main task decision: to increase the competitiveness of the Ukrainian economy, to improve innovation of its various branches.
